Playing by the rules just got very frustrating for Coach Pete Carroll. NCAA bylaw 13.1.8.4.1, a regulation adopted January 14, dictates that head coaches cannot engage in off-campus recruiting activities during the April 15 through May 31 evaluation period. The legislation targets head coaches, most notably Carroll, who used to spend the month of May traversing the country to evaluate prospects during workouts at their respective high schools.
